From 1 October 2026 Meta charges businesses on the WhatsApp Business Platform for replies sent inside the 24-hour customer service window once a phone number passes 1,000 such messages in a calendar month, and for utility template messages sent inside that window, per message. Incoming customer messages stay free. Chats that start from a Click-to-WhatsApp ad keep a free window of up to 7 days. Marketing and authentication templates were already charged per message and are unchanged in structure.

What changed on 1 October 2026
Service replies stop being free past 1,000 a month per number. Before 1 October, a business could answer any number of customer-initiated conversations inside the 24-hour window at no charge. From 1 October, the first 1,000 service messages a month per business phone number are free; every message after that is billed per message at the rate for the customer's country.
Utility templates inside the window are charged. An order update or appointment reminder sent as a utility template inside an open 24-hour window used to be bundled into the free service conversation. It is now billed per message like a utility template sent outside the window.
Ad-initiated chats keep a free window. A conversation that starts from a Click-to-WhatsApp ad or a Facebook Page call-to-action button still carries a free window of up to 7 days, and messages inside it are not counted.
Rates are per message and per country. Meta publishes a rate card by the customer's phone country. Published examples include US$0.0014 in India and US$0.0034 in the United States per service message; the Singapore rate is on Meta's rate card and should be read there before budgeting.
Who feels it
A business that answers more than 1,000 customer messages a month on one number. At 3,000 replies a month, 2,000 are billed. At Meta's published rates that is single-digit to low double-digit US dollars a month for most Asian country codes, not a large sum, but a new line on the bill and one that scales with volume.
Businesses that send order updates and reminders as utility templates to customers who have just written in will see those messages billed where they were not before.
What to do
- Count service messages per number. Pull the last three months from the WhatsApp Manager insights. If no number passes 1,000 a month, nothing changes yet.
- Separate numbers by function if volume is high. The 1,000 free allowance is per phone number. A support number and a sales number each carry their own allowance.
- Move routine updates out of the window where it is cheaper. A utility template sent outside the window costs the same as inside it now, so timing no longer saves money; the reply itself does. An agent that answers in one message instead of three cuts the bill by two thirds.
- Keep ad-initiated conversations on the ad entry point. Replies inside the 7-day ad window are free; a campaign that routes through Click-to-WhatsApp keeps that allowance.
- Put the figure in the budget. For a KYN-built WhatsApp agent the per-message fee is part of the run cost per unit we publish on the build library, alongside the model fee.
How KYN's WhatsApp agents handle it
The morning report and the reply agents we run for clients send one message where one will do, use utility templates only when the content is a transaction update, and log every outbound message with its category so the monthly Meta invoice reconciles against the agent's own count. The count per number is on the operations dashboard; the 1,000 line is marked.
Frequently asked questions
Are incoming WhatsApp messages from customers charged?
No. Messages a customer sends to the business stay free. The change is to business replies inside the 24-hour window past 1,000 a month per number, and to utility templates inside the window.
Does the change affect the WhatsApp Business app on a phone?
No. It applies to the WhatsApp Business Platform (the API used by agents, inboxes and automation tools), not to the free WhatsApp Business app.
Is the 1,000 allowance per business or per number?
Per phone number, per calendar month.
Do marketing templates change?
No change in structure; they were already charged per message by the customer's country.
Next step
Send us the workflow on WhatsApp if a number is past the 1,000 line and the replies are routine; an agent that answers once, with the right template, is usually the cheapest fix. The operations agents page shows what the morning report and the reply agents do.
