WhatsApp Business in Indonesia: how SMEs use it for sales

By KYN AI Advisory Team — AI implementation specialists, Singapore

Indonesian SMEs use WhatsApp for sales because customers already message there. The practical path has two stages. Start with the WhatsApp Business app: catalogue, quick replies, labels and a business profile on one phone. Move to the WhatsApp Business Platform (the API) when more than one person needs the inbox, when you want routing, or when an agent should draft and sort replies. This article covers the setup, a weekly routine, the rules that apply in Indonesia and the point at which to switch.

Why does WhatsApp matter for sales in Indonesia?

Because the buyer's first move is a message, not a form. A prospect finds you through Instagram, a marketplace listing or a referral, then asks "Harga berapa?" in a chat. If your reply takes a day, they message the next supplier.

This pattern differs from Singapore, where email and web forms still carry much of the first contact. For Indonesian B2C and many B2B sales, chat is the front door. The job is to answer fast, keep the thread tied to a deal, and make sure nothing falls through when the one person who holds the phone is away.

Stage 1: what the WhatsApp Business app does well

The app is free and runs on a single phone number. Use it for the first few hundred conversations a month.

Set these up on day one:

  1. Business profile. Name, address, hours, website and a one-line description of what you sell.
  2. Catalogue. Products or services with photos, prices and a short description. Customers browse inside the chat.
  3. Quick replies. Short codes for the questions you answer weekly: price list, delivery area, payment details, hours. Write them in the tone your customers use. See our guide to tone and honorifics.
  4. Labels. New enquiry, quoted, awaiting payment, paid, delivered, follow up. Apply one to every chat.
  5. Greeting and away messages. A greeting acknowledges the enquiry. The away message says when you will reply.

The weakness of the app is that it is one inbox on one device. When two people need to answer, they share a phone or a login, and the history lives on the phone.

A weekly routine that keeps deals from slipping

Run the same short routine each week.

  • Monday: open every chat labelled "quoted" for more than three days. Send a follow-up with a clear question: confirm the quantity, or give a deadline for the price.
  • Wednesday: open "awaiting payment". Send the payment details again and the confirmation steps.
  • Friday: count enquiries, quotes and paid orders for the week. Write the three numbers in a sheet.

Three numbers are enough. Enquiries to quotes shows response quality. Quotes to paid shows close rate. Time to first reply shows whether you lose people at the start.

When should you move to the WhatsApp Business Platform?

Move when one of these happens.

| Signal | Why the app stops working | |---|---| | Two or more people answer chats | The app supports a limited number of linked devices and has no assignment or routing | | You need to send the same notice to many customers | Broadcast lists on the app are limited to contacts who saved your number | | You want orders and chats to appear in a CRM | The app has no connection to your systems | | You want an agent to draft or sort replies | The app has no programmatic access | | You need an audit trail | Chats on a phone are not a record you control |

Our comparison of the app and the platform covers the differences in detail, and the pricing change from 1 October 2026 explains how Meta's charges are set. Check Meta's pricing documentation for the current rates before you budget.

What does an agent do on the platform?

With the platform, an agent can work inside the chat flow under rules you set.

  1. Sort. It reads each inbound message and labels it: price question, product question, order, payment proof, complaint, other.
  2. Draft. It prepares a reply from your catalogue and price list. A person approves messages that quote a price, a date or a term.
  3. Log. It writes the contact, the label, the product and the time to the CRM, so the next person sees the state.
  4. Chase. It queues a follow-up for any quote with no reply after your chosen interval and waits for a named person to approve the send.
  5. Escalate. It stops on anything that looks like a complaint, a refund, a legal threat or a request to talk to a person.

The same pattern runs the daily report in operations. See sistem custom WhatsApp untuk bisnis Indonesia for the Bahasa version of this approach.

What rules apply in Indonesia?

Two sets of rules matter.

Meta's rules. WhatsApp has commerce and business policies. Messages on the platform must follow them, and template messages need approval. Read the current policy pages from Meta before you design a campaign.

Indonesian data protection law. The Personal Data Protection Law (Law 27 of 2022) had a two-year transition period that ended in October 2024, and administrative sanctions include a fine of up to 2% of annual revenue, as law-firm commentary describes, for example in Baker McKenzie's handbook on penalties and enforcement. Implementing regulations and the supervisory agency were still being finalised when the sources we checked were published, so confirm the current position with Indonesian counsel.

In practice, for a sales team:

  • tell people what you collect and why, in the first message or the business profile;
  • store the contact and consent with the chat;
  • stop messaging anyone who asks you to stop, across every channel in one step;
  • do not collect identity numbers or financial documents in chat unless a task needs them.

How do you measure whether it works?

Track these four numbers monthly.

  • Median time to first reply, in minutes, during business hours.
  • Share of enquiries that receive a quote.
  • Share of quotes that become paid orders.
  • Share of chats with no label (a hygiene check).

A rise in the first number usually explains a drop in the third. Fix the reply time first.

Where KYN fits

KYN builds WhatsApp sales systems in the client's own cloud account: sorting, drafting, CRM logging and follow-up queues, with outbound messages waiting for a named person. Every action is logged with the actor, agents use their own restricted accounts, and the database uses row-level security. See sales systems and integrations.

The first 14 days are a review of your stack and interviews with your team. A full build ships in under 90 days. The system runs in a cloud account in your name, and you can revoke KYN's role while everything keeps running.

Frequently asked questions

Can I run WhatsApp sales for an Indonesian business from a Singapore company?

Yes. The business account is tied to a phone number and a verified business, not to the country of the customer. Indonesian data protection law applies to the personal data of people in Indonesia, so build consent and retention rules to that standard.

Do I need the API to use an agent?

Yes. The Business app does not offer programmatic access. An agent that reads and drafts replies needs the platform, which also gives you shared inboxes, routing and a record you control.

Should the agent write in Bahasa Indonesia or English?

Reply in the language the customer used. Detect it per message, keep the same register throughout the thread, and route code-switched or unclear messages to a person.
