A GST-registered Singapore company can generally claim input tax on software and AI subscriptions used to make taxable sales, provided the GST was charged or properly accounted for, and you hold a valid tax invoice. The hard part is not the rule. It is that the supplier may be overseas, may or may not charge Singapore GST, and may send a receipt that is not a tax invoice. This article sets out the cases and what to check for each. The current rate is 9% per IRAS/basics-of-gst/current-gst-rates).
Can you claim GST on a software subscription?
Yes, if three conditions hold. IRAS sets out the general rules on its claiming input tax pages. In plain terms:
- You are GST-registered. An unregistered business cannot claim.
- The cost is for business, and for taxable supplies. Subscriptions used to make standard-rated or zero-rated sales qualify. Costs tied to exempt supplies are restricted. Personal use is excluded.
- You have the paperwork. You need a valid tax invoice or the equivalent document, and the GST must be one the law allows you to claim.
Claim in the correct accounting period. IRAS has a page on that point too, under the same section.
What if the vendor is overseas?
Overseas vendors fall into three cases. The treatment differs, so the first job is to identify which case you are in.
| Case | What happens | What you do | |---|---|---| | Overseas vendor is registered under Singapore's Overseas Vendor Registration (OVR) | The vendor charges Singapore GST to customers who are not GST-registered businesses | If you are GST-registered, give the vendor your GST registration number if the vendor allows it. IRAS's guidance says to ask for a refund of GST charged rather than claim it as input tax | | Imported service, GST-registered business customer, reverse charge applies | You account for GST on the import yourself | IRAS's reverse charge guide says it generally applies to GST-registered businesses that cannot claim input tax in full, such as those with substantial exempt supplies | | Vendor does not charge GST | No GST on the invoice | Nothing to claim. Check whether reverse charge applies to you |

Most small companies are fully taxable and have no exempt supplies. For them, reverse charge on imported services normally does not arise. Confirm with your tax adviser if you make any exempt supplies, such as certain financial services or residential property.
Which subscriptions are caught?
Think in terms of the vendor's location and the invoice, not the product name. Typical examples:
- Accounting, CRM, design and project tools. Many global vendors register under OVR. The invoice may show Singapore GST if you did not give a GST number.
- AI model subscriptions and API usage. Treat the same way. Check the invoice for a GST line and the vendor's tax ID. Check whether the account is billed to the company or to a person.
- Cloud hosting. Invoices from a cloud provider's Singapore entity commonly carry GST. Invoices from a foreign entity may not.
- Local software suppliers. A Singapore vendor with a GST number issues a tax invoice with GST at 9%.
The point of the table above is that you cannot tell from the vendor's name. Read the invoice.
What makes a receipt a valid tax invoice?
A card receipt with "Total paid" is not enough. A valid tax invoice shows the supplier's name and GST registration number, the words "tax invoice", the date, a description of the supply, the amount before GST, the GST amount and the total. IRAS lists the required particulars on its tax invoice pages; check them before you rely on a vendor's template.
Common problems we see:
- The invoice is addressed to a founder, not the company.
- The invoice shows a GST line but no GST registration number for the vendor.
- The subscription is billed on a personal card, so the payment trail is thin.
- Several months are paid in a foreign currency and the exchange rate used is not recorded.
Fix the billing profile once: company name, address and GST number on the account, a company card, and a shared mailbox for invoices. Then the monthly paperwork takes care of itself.
How should you record foreign-currency charges?
If a subscription is billed in USD, record the SGD amount in your books on a consistent basis. We cover the rules and the common errors in recording foreign currency expenses in Singapore. For claims, use the SGD amount the card charged, which already includes any card fee, and keep the vendor invoice with the original currency. Both documents belong in the file.
How do you automate the check?
A rules-based agent can do the repetitive work. It cannot decide a tax position.
- Capture. It reads invoices from the shared mailbox and extracts vendor, date, currency, amount and any GST line.
- Validate. It checks the document for the required particulars and flags missing fields.
- Classify. It assigns the expense account and a GST code from rules you set.
- Route. It sends exceptions, such as a missing GST number or a charge on a personal card, to a named person.
- Post. It writes the entry to the ledger only after the checks pass.
The same pattern applies to receipts. See how to scan receipts for GST claims in Singapore for the receipt side.
What goes wrong when GST is wrong?
Three errors account for most of the corrections.
- Claiming GST that was never charged. The vendor invoice shows no GST, but the accounting software applied a standard code and created an input tax claim from nothing. Review the GST code on every foreign vendor.
- Claiming on a document that is not a tax invoice. A card statement line or a receipt without the vendor's GST number does not support a claim.
- Claiming in the wrong period. The claim belongs to the period in which the conditions are met. Late documents lead to late claims, and a late claim is a risk that a shared mailbox and a monthly cut-off remove.
Set a monthly cut-off. Everything not captured by that date goes to the exception list, and a named person decides.
A worked example
A company with USD 100 of tool subscriptions a month receives three kinds of document:
- A Singapore-registered vendor invoice with 9% GST shown and a GST number. Claim it.
- An overseas vendor invoice that shows GST under OVR but is addressed to the founder. Ask for a corrected invoice in the company name and your GST number, or for a refund of the GST, as the IRAS guidance describes.
- A foreign vendor invoice with no GST line. Record the expense, claim nothing, and check whether reverse charge applies to your business.
The same month, three vendors, three treatments. The rules agent sorts the documents into those three piles and a person approves the exceptions.
Where KYN fits
KYN runs these checks in its own books: bills arrive from Gmail, the system extracts the fields, matches them to rules and queues what it cannot place. Money and filings wait for a named person. See finance systems for how we build the same workflow in a client's own cloud account.
The first 14 days are a review of your stack and interviews with your team. A full build ships in under 90 days. We do not give tax advice; your tax adviser decides treatment in unusual cases.
Frequently asked questions
Can I claim GST on ChatGPT, Claude or other AI subscriptions?
If the vendor charges Singapore GST under the overseas vendor registration regime and bills your company, ask for a tax invoice with your GST number first. IRAS guidance says a GST-registered customer should ask the vendor for a refund of GST charged rather than claim it as input tax. Check the current e-Tax guide for your case.
What if the subscription is on a personal card?
You can still record the cost if it was incurred for the business, but the payment trail and the invoice name are weaker evidence. Move the billing to a company card and the company name, and reimburse past charges through a claim with the invoice attached.
Do I need to charge GST on what I sell if I use AI tools?
The tools you buy do not change the treatment of what you sell. Your own supplies are taxable, zero-rated or exempt on their own facts. Input tax recovery follows from that.
